Vietnam to enhance rice exports and stabilize prices
Official sources from Vietnam, the government is going to promote negotiations with the EU and the UK to revise the list of fragrant rice varieties that qualify for tariff quotas under the Vietnam-EU Trade Agreement (EVFTA) and the Vietnam-UK Free Trade Agreement (UKVFTA). The intensified effort to enhance rice exports, stabilize prices and support farmers.
They further said that the Multilateral Trade Policy Department will engage in negotiations with the EU and the UK to revise the list of fragrant rice varieties that qualify for tariff quotas under the EVFTA and the UKVFTA.
In order to fully implement the Prime Minister’s directive on reinforcing comprehensive measures to promote rice production, export, and market regulation, the Ministry of Industry and Trade has released Official Dispatch No. 7142/CD-BCT, which emphasizes the need to improve strategies for increasing production, export, and stabilizing the rice market.
The Official Dispatch highlighted the importance of ensuring transparent, healthy, and adaptable rice production, business, and export operations that can swiftly respond to market fluctuations, with the goal of achieving sustainable and efficient growth in the rice sector.
As a result, the Multilateral Trade Policy Department within the Ministry of Industry and Trade has been assigned the responsibility of researching and incorporating rice into the product research roadmap for the 2026 phase of the Project on an Ecosystem to Support Businesses in Utilizing Free Trade Agreements (FTAs). At the same time, it will advance negotiations with the European Union (EU) and the United Kingdom to modify the list of fragrant rice varieties eligible for tariff quotas under the EVFTA and the UKVFTA, while also seeking to leverage additional quota volumes within the framework of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) until 2030.
Preliminary data from customs authorities indicate that during the first eight months of 2025, rice exports amounted to nearly 6.37 million tonne (mt), valued at over $3.26 billion. This reflects a 3.7 percent increase in volume but a 15.4 percent decline in value compared to the same timeframe in 2024, which recorded the highest rice export performance to date.
As of September 15, Vietnam exported 6.6 mt of rice, generating nearly 3.4 billion USD, representing a 1.5 percent increase in volume but a 17 percent decrease in value relative to the same period in 2024, according to customs statistics.
